The published pages behind each step here
Every instruction on this domain traces back to an answer NPCI publishes itself. Where their answer stops, this site stops as well.

Which NPCI pages were used
The UPI FAQs for the PIN, the linking of an account and the merchant side; the UPI 123PAY FAQs for the feature-phone routes and their two limits; the UPI LITE overview and its FAQ for the low-value threshold and for how a balance is released.
The wording that is quoted rather than paraphrased
The definition of the PIN, the consequence of entering a wrong one, the sentence about setting it with debit card details, both 123PAY limits, the two sentences about a single linked account and about charges, and the description of UPI LITE as processing low value transactions.
What is deliberately absent from these steps
Screenshots of any payment app, and instructions tied to one brand of app. Screens differ between providers and change without notice, and a step written against one of them is wrong everywhere else within a release or two.
What could not be read from here
The pages NPCI serves for UPI AutoPay, UPI LITE X, a RuPay credit card linked to UPI and the UPI Help assistant are closed to automated reading, and the circular PDFs are as well. Nothing about those products is asserted on this domain.
Where the real answer lives
In your own provider app and at your own bank. This site explains the shape of the thing; the exact screen, the exact ceiling and the exact number of attempts before a block are theirs to state.
Everything here has a source
Compare it with the cashier page of whoever is taking the payment.
